In Jira, you cannot limit a certain user group from accessing only issues that are reported by or assigned to them. Any user in the system can view any issue, including those that are not assigned to them. While this can be a security concern, there are ways to manage who has access to which issues. You can use Jira's security features to control what users can see and do with issues.
